I've actually been thinking about this lately too. If I could find an EDM bumper for $200 I'd gladly pay it. All of the ones that I've found will cost you at least that in shipping alone. :-(
There has to be some sort of fog light "module" like the one you posted that you could use by cutting holes in the stock bumper and then retrofitting them with either custom brackets or 3M trim tape (if there was enough lip overhang) or something.

it would be the cheaper alternative. im going to wait a few days to see if this gets any reply's. if it does not i think im going to go ahead and try it since the 00 civic fog light kits are so cheap on ebay. there probably not the best but it will work to see if its even possible. if i do decide to go threw with it ill post the results if its possible.
The beauty of the EDM bumper is that everything is integrated and doesn't look like some universal fog that was tacked on.

ok so i have the civic fog light kit from ebay and i was looking at the contour of the bumper and the fog light. it actually looks like it will fit if u cut into the bumper. the light would be sitting a little to the outside of the car in orientation to the headlight. would actually look alright. i had everything sketched out on the bumper in chalk. but right before i started cutting i looked for a edm bumper one more time and i found one for about $175 shipping included. but from what i can tell it just might work putting the si fog light kit into the first gen crv.
I don't know, I think it looks rather shitty. The lines don't match up at all and it looks obvious that it wasn't made for that bumper. Look at how it cuts into the inner line and overlaps it. If you must have something like this I'd stick to trying to track down a EDM bumper. The fact that his lights are on and it blinds your sight from the whole outline of the foglights might help it look cleaner (Notice the glare blocking your view of the lines).

Don't get me wrong that V is pretty clean looking but I'm not buying that those foglights look that well. You might want to find a bumper at a junk yard and try them in that before you ruin yours.
EDIT: going back over those pics why are the foglights the only ones that give off that glare. seems like he's hiding them with some photoshop glare maybe. i dunno.

well i ordered it this morning so i hope it is haha someone on a different forum said they got it from here too not to long ago so im guessing it is. ill probably get a message if its not i have an invoice for the order so i guess ill figure out soon XD
I don't think they look that bad. I bet you could trim them along the bumper lines and paint them the same color as the bumpers with bumper paint and they'd look fine. I repainted all of my CRV bumpers with 3M bumper paint and they look great and have held up to a harsh Michigan winter with no fading or peeling. I think I'm going to try it when it gets warm out.
got a message from the site this morning
