IACV problem (Not a bouncing idle)

I did a wire tuck on my CRX w/ B20 engine and I noticed that when I turn the power (only) on my IACV clicks. When I crank the car there is always suction in the top hole in the throttle body (even when the motor is cold). I checked my DA integra to see if the IACV clicked with power (only) on and it does not. I don't have a check engine light (I know the CEL works). Could this just be a bad IACV? I don't think it should be clicking until the engine is warm right? I don't think I had to cut or extend this wire b/c I just unwrapped and re-loomed all the stock wiring. I think there was only like one sensor I had to extend.

I suspect that my FITV is also acting up b/c it always has a little suction in the bottom hole (I already tried to scre the plunger back down). When the engine is cold there is little suction in the hole. When the car is warm the suction is the same level. It never changes.

If your idle is fine then where is the problem... In regard to your IACV? (Not trying to be a dick.)
With the car running, unplug it. Does the CEL coincide? The only other plug that you could've mixed around is the IAT (intake air temp).
I feel your pain with the IACV / FIT system. Recently I made a home made gasket to go between the throttle body and intake, blocking off both ports. My car now idles perfect, however, I have read that his is not really a good idea, as the IACV has a second job. When you go from WOT to CT the IACV opens so as to prevent the AFR from going rich, which over time can ruin the engine. Imagine the rings and piston walls being routinely bathed in gas... by-by ring seal.

The idle has a little bobble to it. Not surging like 1000rpm -2000rpm. But I see it climbing a little and drops. It's enough to notice something isn't right. If I unplug it yes the CEL comes on. I just think it is strange how it clicks when I turn the power on but in my integra it doesn't do that. I will check the wires when I get home to see if I miss matched anything.
