Jdm-r question
Hey, I just got a jdm-r (b18c) short block, if I slap a b16 head on it and get I/h/e can I expect the same numbers as a full b18c swap?

if you can find one that's actually in good shape or get one and do a valve job then yes. the early 96 engines had no port work at all. the later hand blends and later still cnc jobs were basically bowl blends. if you have a die grinder and 45 minutes you can do the same amount of port work yourself.
if you have the engine this far apart it's not a bad idea to pull the pistons, measure the cylinders for out of round, if all is good, rehone with a mild, say 320 grit ball hone and install new rings on the pistons. with miles, age and heat cycles rings drop in tension. honda used lower tension rings on the R to start with and many burn some degree of oil because of it

Hey, so today I bought a b16a sir-2 head with gsr cams. What can I expect?
And what ecu would you guys run? I drive a odb1 ej2 civic 2door.

Expect less performance out of it with those cams. If i were you id upgrade to itr cams or something appropriate for your build if you have a goal in mind. Think valve train required per your cam choice.
