1991 fuel pump relay issues
Well there is more than one reason that the car seems slower. Usually when the relay goes bad, the signs are are start up issues. So say it starts up and runs fine and then oh an hour goes by of driving in the summer time; and you try to fire it up again. The relay won't send the signal to the pump.
I would trouble shoot other things as well. Maybe its a fuel filter? Good luck.

Highly doubt that a relay is causing your daughters accord to lose acceleration... if the relay is shot the car probably wouldn't run. Try a basic tune-up an go from there Plugs/cap/rotor/wires if yours look shot/ fuel filter/ Even a clogged air filter could do that. Good luck!
If it's losing acceleration while sputtering, bucking and jerking, the exhaust might have an old worn out oxygen sensor on it that is causing the problem but not setting a code in the computer. If the "check engine light" is coming on while it is running poorly, then get the code read from the computer. As the prior poster pointed out, other things can cause that kind of running. Worn out plug wires, for example.
