LX with a Y8 swap? Meh, I would just keep an eye out for a EX if that's what you wanted. Either an EX coupe or EX sedan just because you don't have to worry about any possible rigging/macgyvering done with a motor swap.
Fair price if EVERYTHING is sound.

There's so much info for Honda's online that Nissan's/Toyota's etc; lack. You can find near 90% of your questions if you search carefully.

If you really just want a 96-00 Civic, the best canvas to work on would either be a CX or DX hatchback, or, an EX Coupe/Sedan or SI Coupe. Other trims would be sort of wasteful unless you're on a budget.

Hatchbacks are light, and we can all admit hatchbacks are the ****.
EX Coupes/Sedans come ready with VTEC and 2-wire IACV's which eliminate an intake manifold and wiring modification just to turbocharge.
SI Coupes are the best 99-00 USDM Civic stock trims with a DOHC B16 motor (relative to an Integra GSR motor but .2 liters less)

Have you browsed the FAQs sticky? Grumblemarc has created a nice thread that introduces you to engine mods. You'll find a link to his thread there. It's a nice place to start.

You can do a lot to a Civic, but it depends on your budget.
The thing about buying a Civic that doesn't have it's original engine is that it's likely to have been rigged elsewhere in the chassis and that may become problematic later. But, if you really really want it, get it. Having a Y8 already cuts a lot of plans down and saves money depending on the goals.

Couldn't tell you. Don't know what "beginner" means to you and I don't know your level of technical expertise.
