Default 2000 Accord wipers only work on low

My daughters 2000 Accord wipers work on the low setting but quit working on intermediate and high settings. When you switch to those positions the wipers park where they are, but will resume when you turn it back to low. When I turn the wipers off they do return to the proper position. The windshield washers work.(FYI)
How can I test to see if it is a relay , wiper switch or control module ? Any ideas and suggestions appreciated.

it might be between the wiper switch or wiper motor. maybe the motor is dying

remove dashboard lower cover and steering column covers. Disconnect connectors from the wiper/washer switch. Remove 2 screws then pull out switch. Test 8 pin connector for continuity. switch is configured left to right , top row: A1 A2 A3 A4, bottom row : A5 / A7 A8. Test continuity in Off position A3-A5, Int A2-A7 and A3-A5, Lo A3-A8, Hi A4-A8. If you have good continuity between pin connectors the switch is good and odds are the motor is bad.
