Looking for BuddyClub, Sparco, Recaro seats that let me use my OEM seatbelt. Most I can find only let you use a harness.

You can use your stock belt with any aftermarket seat. Just might have to fab a way to bolt the belt buckle to the rail.
No. You don't. It usually transfers to the new seat although I can't speak to all brands. The Tenzos that I had did and the cheap Ebay seats also had provisions to use all the original hardware. If I get a chance I'll take a pic.

Maybe I didnt see it but the rails for the Corbeau seat and Recaro seats ( both bottom mounted rails)I am looking at did not appear to have the necessary provision to mount a stock lap belt.
Most aftermarket seat bases have the ability to bolt the OE female buckle on to them and you can technically use the oem belt with the seat. But, that doesn't mean it's the proper way to use it. If you buy one of those street, reclinable type "racing seats" you can probably use the oem seat belt just fine. But for a bucket, fixed back type seat, using an oem seat belt is unsafe.
Here's a Sparco seat base. You can see on the left side it has the metal arm with a nut on it to bolt your oe female buckle to.

I have that exact Sparco base and it works just fine with a stock belt. My Corbeau seat base is just like that as well and works with a stock belt.

civexspeedy is correct. It had been so long I had forgotten. On the seat rails there should be a tab for a bolt for the seatbelt parts to mount to. It has nothing to do with the seat.
