dashpot on 1990 civic hatch

What does this diaphram work it was missing when I bought the car it wasn't running because of some retard infinity tech didn't know how to put the plug wires in order he started cylinder 1 on cylinder 4 and he had the wires on the distributor wrong as well except plug wire 1 . Any way I tryed setting timing and could get it to run bit on cold start it would not run right . Well I found a hose that had a scree plugging it off I look for where it went and found that the dashpot was missing. Any help would be great . Can I remove this off any other vehicle

You are missing some dashpot.
Some tech had the plug wires wrong, but you fixed that.
You tried to set timing, but it would not run right.
You found some hose that had a screw plugging it and that's when you discovered a missing dashpot.
Did I get the story right?
Two dashpots on the DX

They are both on the throttle body

One has to do with throttle (the one closer to the black cover in the pic)
and the other is performs an emission function for the tandem valve (just below of the other dashpot).
My guess is that you are missing the tandem dashpot.
The previous owner may have done a mod to the throttle body trying to milk some power from it.
The tandem valve controls a set of butterflies above the throttle plate. (2 butterfly plates in a stock DPFI).
The tandem plate restricts air to get better MPG and emissions.
To return it to stock, just get a new throttle body.
I would me mad at you if you paid more than $25 for a complete used one.

Yes its the one in the bottom left . The hose next to #12 in diagram coming from intake . I don't believe they were trying to get power because everythinh is stock on the car . Back seats look brand new not a stain on them. But the front has rips in the famous spot Honda's have. Now what exactly does the one I missing do why when unplugged car runs better but sounds like it has a miss. Like a slower jettsons vehicle.
If you look into the throttle body, there are two butterfly plates.
You can see the top one in the picture directly in the center.
The top one is controlled by the tandem dashpot.
The lower one is controlled by your throttle cable.
Without the tandem dashpot, the top butterfly is closed and robbing your engine of air.
If you notice, there are 2 little screws holding the butterfly on.
You can remove the butterfly and the car should run better.
Just be careful not to drop them in or you will have to take the whole throttle body off to get them out.
