New to honda, 95 civic

I just bought a 95 civic ex sedan for my kid to drive next year, the windows (all 4) only roll down about half way? Is there some sort of child lock system in play here?

rears will only go down half way and there is no child lock system for front windows. you may have bad motors, bent regulators or something wrong with the tracks in the front doors
