Default 2008 Honda Accord ECM Replacement

I have a Honda Accord 2008 4 cylinder that has been having issues for some months. My mechanic has narrowed it down to the PCM/ECM, on the forums I saw that it was possible to get a USED ECM and have it flashed. I bought a used ECM but now am being told only the dealership can do this. Ofcourse the dealership will not work with a used part. So as of now to have this fixed the dealer is telling me it would cost around $1500 to replace. We checked the wire harness the timing etc, changed plugs and coils. You can reset the codes, and it will run fine for awhile, then it will throw all four fouled plugs, ECM code, VBS code and ABS codes. Any suggestion or alternatives?

Your mechanic sounds suspect, I'd find another, dealerships are not the only option, find a good aftermarket repair shop. They can also replace or reprogram PCM's. Google is your friend.
