obd 1 swap issues.. please help..

friends integra was stolen. recovered with a blown motor. he gets a jdm obd 1 engine from a local source and we proceed to do the swap. car was obd 1 engine sourced is obd 1. all components from usdm swapped over. wiring harness, intake mani, fuel rail, fpr, exhaust mani. valve cover was different had a port for pcv and the block no longer had the area to hook up the black box on the back of the block.. so we got everything in and hooked back up.. new belts, fluids, etc.... car cranks and wont run.. makes some noises like she wants to go but wont do it.. cracked the fuel line at the fuel rail and gas is there and comin out under pressure.. checked every spark plug for spark and its there.. i can hear the fuel pump cycling on when the key is rotated to the on position... there is a one wire sensor of some sort that was fine... but accidently the wiring connector was broken and we had no wire connectors to fix... so at this point my friends draining the gas tank of all gas since the car was stolen and replacing it with fresh 91... oh yah the battery is new, and car cranks hard.. my friend said he saw a quick flash of fire come out of the short ram air tube.. whatya think??? is that one wire not being hooked up killing its chance to run?? no cels coming up or on when attempting this...
check the codes regardless. the CEL doesn't need to be lit to have a stored code. if it's not starting, there's probably a code. it'll also tell you what that sensor's for
