Ignition Wheel lock is broken.

No sign of any messing around with wiring.

Ok guys I recovered my stolen civic not to long ago and attempted to start the vehicle.

No juice so I put my battery jumper to it and made sure the battery terminals were tightened down.

All good there. I turn the car to the secondary position directly through the ignition switch, lights come on I here a loud buzz.

Not like you'd hear from the fuel pump but coming from the underside of the dash more into the engine bay area. I go for the crank and the buzzing grows even louder.

So guys if anyone has anything to help me with this dilemma I would surely appreciate it.

Check the big wire connected to the starter. If its tight, supply direct positive and negative wires from battery to starter. If starter engages and engine cranks, check wires, grounds, relays, fuse. Start from here.
