Are these two tools good enough to work with manifold fabrication? Will it bog down?

This is Honda tech so in sure this will get hated on. I bought a $140 harbor freight bandsaw 10 years ago and have never regretted it. I have made manifolds, charge pipes, back halved an air bagged truck for a friend, etc etc etc. if you are just making parts at home, it won't let you down. I made a super simple jig to cut collector pieces on it and its great.
I've actually heard good things about the cheapie harbor freight band saws. Apparently they are good for the price point, but the stand they come with is useless. I've never actually owned one, so take my opinion how you will. It's solely based upon what I've heard and read about them.

The legs are junk, I can confirm that. They have held up to 10 years of use and I sit on it while using it upright with the table. I am planning to make some legs for it for stability and to make it taller.
Both of those are way way overkill. You don't need stuff that is that powerful as a hobbyist.
A 1hp sander is strong enough to just about everything you need, and the horizontal bandsaws are only good for straight pieces of pipe unless you want to build jigs and whatever else not. A scissor (one that can do both vertical and horizontal) is much more versatile.

def. go harbor freight route if it works well for you
their stuff is great for home use,
ive got their original bandsaw still works and cuts straight. got it for like 80 bucks too.
only thing you want to check the reviews. they tell you everything
