Default Intermittent twirling/squealing sound while driving?

Hi Everyone,

I could really use a hand trying to find out where this sound is coming from. The sound only occurs while the car is driving (even in reverse) but once stopped the sound stops. Even in neutral while being revved up, there is no twirling/squealing sound. While driving the sound is intermittent with the noise turning on for 3 seconds and then clicks off for 2 seconds then back on and off in that sequence.

I tried pulling some fuses to deactivate the AC system and AC compressor hoping that would stop the noise but no luck. I don't think it could be a belt or bearings since it comes on and off in perfect sequence? I thought it was the compressor clutch for sure? Would pulling the A/C compressor fuse stop the compressor clutch from activating?

Thanks everyone in advance.

Does the sound stop as you apply the brakes?

Yes, it still makes the sound when applying brakes. The sound seems to be coming right from inside the engine compartment.

Also, it's a 1991 Honda accord ex-r (or something like that), 270k, ?Ltr,
