you can legally buy the car and eventually register it (maybe), by buying it as "abandoned property". you would have to search for more details on that. A neighbor did that once with a tenant's car (tenant left it there for like 90 days).

Yeah I did it with a rx2 that hadn't been registered in 12 years, out of state and owner had passed away. They will make u write a written statement and have it inspected at the DMV making sure vins match up.
