from what year and engine do I buy the Manual tensioner?
It's from the h23, which would be the non-Si '92-'96 Prelude, and it's more than one part (it's about 15 to do the conversion). Most people are now opting for the tensioner from Kaizenspeed, which is a single piece and costs less.
Yup^ the Kaizenspeed one is a much simpler install, and allows you to get the belt on easily, instead of fighting with it like the manual swap requires. I have one on the way to me right now actually!
If you are set on the manual one, search for the thread that 2point6 did on it, or google the kit, there is at least one company selling it as a kit.

When you get done with the job, spin the engine over by hand via crank pulley several times to ensure the timing belt isn't walking and all the marks line up.
The belt tension is what I see stresses people out. You should be able to twist the long side of the belt 90°. If its too easy, tighten it more. If it won't twist 90 then its too tight.
