Default 90 Accord rpm problem

Hello,
after quite some searching, I have been unable to find anyone with this specific issue. I think I may not be searching for the proper terms. Any help in pointing me in the right direction is greatly appreciated.

About a year ago, my 90 Honda Accord seems to be running harder than it used to. When I'm on the Highway at 70mph my tac is at 3000-3500 rpms. It seems like the transmission is stuck in 3rd gear but I'm pretty sure that it is shifting up. My other cars ride easy at 2000-2500 going the same speed.

Also, the engine light comes on but only after driving for about 20-30 min and once I turn the car off, it won't come back on for me to check it until I drive for about the same amount of time. I don't know if it is related or not. Thanks again for the help!

Check your balance shaft pulley. My 94 did the same thing & it turned out to be split.

does the balance shaft pulley have something to do with the timing belt? I'm having trouble locating it. Thanks
