Default Zc problems

well I went to get emissions past today and I failed with a stock zc. So the guy tells me that its running really rich at idle but yet it passed at cruising speed. So I was wondering if the pm6 is the zc ecu? I did a search and came up with that the pm6 is used as a sohc non vtec ecu in 90-91's. Any help would be appreciated
