Default Random vibration

I have a 97 civic coupe ex that has a B18B swap. It is lowered and all but at 70ish MPH i will sometimes get a vibration almost like a whomp whomp whomp type thing that i can feel in the drivers or passenger floor board and when the vibration is occuring the rotors feel warped when i hit the brakes and the steering wheel almost vibrates like it has a tire out of balance. When it is not doing it the car drives and brakes smooth. There doesnt seem to be anything that makes it happen but when it does its obvious. I have recently replaced the axles, front rotors, and balanced all 4 tires to try to figure this out and its starting to drive me crazy. Im starting to think maybe a trans or differential problem or its just some crap im not seeing. I dont know. So Please please please any help will be greatly appreciated!!!!
