Default 2000 EX Cold Shifting problem

Having trouble with our accord whenever it is coldout side its having a tough time shifting. Once it has warmed up it shifts fine. I scanned the car but no code popped up. We flushed the tranny 3 times. Anyone have a clue?

Did you use Honda ATF? Fluid level at spec?

My dad used Dexmerc III.... The last fluid change we switched it out to the honda atf and still the same thing. I told him that he maybe needs to flush it a few times with the honda fluid but since him never wanting to listen he then changed it back to the dex 3. I mean the car drives and shifts fine once it has warmed up. I also scanned it for codes and nothing popped up so im kinda leaning more towards the fluid level. How much qts or how far up does it need to be?

EDIT: Just checked the fluid and its right at the level.
