Default 91 CRX. need some answers/tips

Hey guys,
So I have a 91 Honda crx, according to the VIN it is a CRX HF. There is a catch... It's swapped out with a JDM B16A. Now I am by no means a import engine master, but from doing a little bit of research on the glorious internet, I have found some info on this engine but still have some questions. So far this is what I got....

1st Gen B16A (Valve Cover: Large DOHC Small VTEC)
Block # : B16A 1xxxxxx (Also 1st Gen)
Head Stamps: 9|0 1|0 2|5 PR3-2 (I believe its a B16A head)
Tranny: J1-1xxxxxx (5-Speed (Cable I Believe))

By now you are thinking what is this guy confused about. Prepare for The Questions....

1. Is this an OBD 0 or OBD 1 set up? (Could it have bee swapped out for something different?)
2.VTEC is weak/almost non-existent. It's basically just a noise. Is there something wrong with the solenoid or is this just how VTEC is?

Also the car was built and I have done no mods to the engine at all. Here is a list of what I am told is inside the engine....

JDM B16A.
Engine has been built Kyro frozen and shot peened rods and pistons, micro polished crank, type R oil pump, unorthodox crank pulley, skunk 2 cam gears, ported polished head, 5 way valve grind, type R cams, LSD transmission, ha sport motor mounts, stage 3 exedy clutch, fienza lightweight flywheel, 14inch MB wheels with new tires, lowered with camber kit, short throw and mild wire tuck. 229 whp

Let me know what you fellas think, and thank you for taking the time and looking this over. I appreciate it!

Could also throw in some pictures if you want... Let me know

Look at the side of ur ecu. There will be a letter then a two digit number example; P28, P72,.....depending on the number will let you know. Also does it have a 4 wire or 2 wire O2 sensor?(4wire is obd1,2wire is obd0). Im sure theres other ways to check these are the ways iff the top of my head

you can have 4 wire or 1 wire o2 sensors on obd1.
basically you need to see if you have an obd1 ecu and distributor. if vrtec is tuned properly it may only be noise and smooth seamless power production.
i do NOT believe 229 whp out of a 1.6 and all that work done...plus cheap Discount Tire wheels.
