Default OBD1 89 CRX Z6 Weird Spark, No Start Problem

Have an 89 CRX Si, previously was a B16 Turbo with a Rywire OBD1 Conversion. I sold it and the kid blew it up and sold it back to me without an engine, or engine bay harness. He left the OBD1 Conversion minus the distributor plugs.

I am in the process of putting in a Z6 into it, I bought a ZERG Distributor Jumper off eBay, I am using a Chipped OBD1 ECU and the Z6 DIstributor. I have it all wired up and the car will not start. I have tried a different distributor from a running car and a non vtec ecu (was told it works) and I get the same thing a Code 15 (ignition Output Signal)

I took out the spark plugs and laid them out and I get a weird symptom, I get spark on one of the plugs but not all of them and its never the same one. Itll spark in for example plug three about 4 times then it loses spark. I crank it again and itll do it on plug 1 the same thing and then lose spark. It did the same thing with the running cars distributor.

Tranny Ground also gets weirdly hot and when I turn off the key the dash lights like the e-brake light stay on very dimly.

Summary:
Spark in one Cylinder
Code 15
No Start
Tried Different Working DIzzy
Changed P28 for Supposed Good OBD1 P06 (Same Symptom)
Tried Different Main Relay (Clicks)

ANY HELP IS APPRECIATED.

Man, all i can say on that, is it looks to me like theres a couple possible issues: 1. probably not as likely, but still possible, is that your ecu isnt talking right with the dizzy, or 2. your dizzy isn't working right at all. Either way, I would check your dizzy for sure. Question: is your ecu (p28) lined up with the p28 dizzy? If your getting a hot ground as well, it sounds like you may also have a bad ground issue, which could be why your getting that condition with the spark. Things to check though: tranny ground, ecu ground, ecu/dizzy type and connection, main relay wires and connections. Hope this helps.
