Default 98 Civic EX d16y8 - vacuum line (i think) question

got a civic ive been wanting forever and
i hear a whistling while driving
also idled rough on me
so im hoping its a pcv valve problem, but i cant even access the pcv valve because its above the oil filter...

anyway, is the pcv valve hose/line/tube suppose to run up to the top of the engine...to the ...connector shown in the picture?

i tried to google the engine and im having zero luck findign the answer to my problem, partially because im not car savvy so its hard for me to tell what im looking at
but i DID try before posting here.

so as usual i cant get myself to stop trying
and now im even more confused
i was pretty sure that ..port? with nothing attached to it (red circled)
goes to the pcv valve
but i reached around my oil filter, and pulled on the hose
and apparently my pcv valve is attached to the greenish yellow rectangle hose/port shown

thanks delsol....maybe ill just try cappping that line off and seeing if i still have trouble?
running out of ideas now.

I believe...
That is for the Air injection line. If you have a 98, the manifold is from a 99-00. If you have no other hoses that are not connected to connect to it, just cap it off.
