Default do i need california or federal ecu ??

i need help on this one and so does alot of people because i could not find a solid answer i hope this will help others as well as myself.

i have a crx with a b18a and i am not sure what i need to get my project car running right. i have a few questions any answers will help or any understandings.

1. what are things that i should look for in my car to find out what i need?

2. is the only thing to do is get a california ecu and a federal ecu, and find out which one works best ?

3. how can i find out, who can i call, any websites i can go to to find out ?

4. is their anything that distinguishes one from the other, like where the car was born ?

5. is it the engine harness and under the dash harness different ?

6. if i get a chipped ecu does it change the whole california and federal emission bs ?
