Default Ek k20 kpro issues

Im looking at buying a 96 Ek with a k20 swapped into it locally.
k20a2
modded z3 trans w/lsd
3puck stage 4 clutch
innovative fuel rail
ep3 idler b&m fpr w/ an lines
Hondata KPRO
255 fuel pump

Anyways, i havent seen the car yet. He's telling me it needs a tune to run, he would get it towed to my house if i were to buy it how it is now.
looking at 800-1000 for a tune but earlier he said its $75 to load the basemap and it will run fine. Now the local shop saying basemap isnt reliable and it will need a full tune. Its getting cold here in manitoba, about freezing weather 0 degrees Celcus, 32 degrees farenheit and thats why it wont run.
I dont know a lot about k20s and kpro & really dont wanna get stuck with another headache. I would tell him to get it tuned then sell it to me but after its tuned he will keep it till spring to sell it.
Please fill me in here guys.

first, it takes about 5 seconds and a laptop to load a basemap. it does not cost 800-1000 for a tune even from the shadiest of shops.

second, i dont see anything on that list of mods that would cause it to blow up from a basemap. sure, basemaps arent designed to be used for every setup, but they'll be good enough to get you going, unless there's more mods you're not telling us about.

lastly, why would you buy a car with an engine you know absolutely nothing about?

Like i said i dont know a lot about the whole kpro thing and tunes. Just getting into hondas.
He said it would be 5-600 for a decent tune then "mechanical" work before the tune.
Also said he doesnt wanna run it right now because it might "break the motor".
Im going to check it out tomorrow and will have more info.
So if you load the basemap onto it, it would run fine hopefully?
Can weather cause such a drastic change?
Btw the car isnt tuned on basemap right now, it has a different tune i beleive thats why it cant run.

Basemap should run just find with your setup..AVOID local shop...Even one of the best tuner shop only charge 300-400 on N/A tune.

If its the tune like hes saying, will loading the basemap solve it? i havent seen the car yet so i dont even know how it runs.
