Your picture does no justice on location, but the part im looking at is either a clutch switch or a cruise control shutoff switch. Both look identical and are right next to eachother if you have cruise control.

The clutch switch tells the car your clutch pedal is engaged and will allow the engine to start/turn over.

And the cruise control shutoff switch is pretty self explanatory, in a manual transmission if you engage the clutch pedal when your cruise control is on, it will shut off.

I am guessing it is the CIS, [clutch interlock switch] most likely it is unplugged and the plug jumped to allow starting, kind of depends on how the swap was done, if a dash harness for an automatic was installed so a neutral safety switch, [A/T gear position switch] could be wired, there would be no plug for the CIS. 94
