Check installation.
Check if the red LED is on. If so check the CN2 header and make sure the 4 pin cable is plugged in properly.
Make sure J12 is removed.
Download basecode to verify there's something on it. Upload your tune again to make sure.
See if you can datalog real-time values. If so make sure you have the main>options disabled properly for your setup.

No red light only green no data logging no codes light flashes once stays on then stays on and flashes once its runnin fine just can't get it to come out of limp mode. I've reset the ECM and emulator re upload base code n tune.. No dice. I kno it's either an ECM or core sensor failure but can't find one bad

Wiring can be touchy on the OBD0->OBD1 conversions, so look there as well. If you just key on and only see default values, no real-time changes, the ECU isn't running the program from the Demon or the Demon can't communicate with the ECU.

If you've uploaded a program and downloaded it to verify it's on there, then you've setup the emulator just fine.

That leaves program delivery via the 28 pin (ECU, Installation, socketing job) or the installation (J12, 4 pin cable, CN2 header). I've mentioned these things already. That's if you're seeing default values, which you've not mentioned.

Sounds like installation, ECU, or socketing job. Go over everything to make sure it's correctly prepped and installed. If you have a friend with an OBD1 car, try using this ECU in that vehicle with key on engine off to verify. If it works in his and not yours look at your wiring and conversion harness.
