in order to get the key cut and programmed you have to have the ownership in your name.

Yes but you would not be the one going in to get the key. The person who you are asking to get the key must own the vehicle

I may be mistaken but assuming there are honda dealers in russia? cant you go with the title and they can cut and program a key for you?

so you just bought a salvage car that you dont know miles or have ever heard it run.
