Timing Issue. Boosted D16Z6, cant get 16 base degrees

Having some issues with my timing. I have no more room for advancing on my dizzy and my timing gun is saying its at 2 degrees. if i advance my distributor beyond its limits(remove bolt) i can line up the red mark to the cover but it doesnt seem right.
i checked my timing. at tdc the marks line up fine. help!
motor at idle, timing gun set to 2 degrees.

ok so after a closer second look, it seems the cam is off by a few teeth. my motor seemed to be running fine. would a few teeth off still run decent?
anyway, taking the belt off now. hope this is it.

z6s don't line up with the head, there is a 6 o'clock mark on the gear that you line up with the plastic cover behind the cam gear. in that picture the cam gear needs to go counterclockwise 1 tooth

base set at 16 degrees.
