Default Leak Hunting, Is This Bad?

So I got fed up with the water pooling up in my car everytime it rains. I started by taking off the cowl, found a lot of debris in there. After shop vac'ing it all out and degreasing I found the culprit hole into the footwell. there is more rust than I thought under there.

How bad is this?

Pass side.

well, you could piece some flat steel together, cut out the rust and weld it back together, might not look pretty if you can't fab good, but at least it'll fix it...

it will cost $1000+ if I were you i would buy a can of expanding foam and see if that prevents water from coming into your car.

What would ya'll suggest to spray on the existing rust to prevent it from spreading? What about some rust converter and some rhino liner?
