Default Hesitation/Misfire when cold

I am thinking it's a dizzy problem. I read about heating up the dizzy with a blowdryer, I'm probably gonna try this today.

Replaced the ICM today. Didn't work. When the motor gets to operating temperature, it runs and boosts great.

CEL is for No.1 cylinder position sensor. From what I read, will not cause this problem.

P28 ecu tuned with neptune. It almost sounds like the timing is too retarded when I rev it. But when I drive it I get a severe miss and hesitation, almost seems I'm running out of gas. (Fuel pressure is fine.) But why would it run fine when hot?

I doubt it's the CTS. Usually when these fail you have problems when it's hot rather than when it's cold.

Any ideas guys? I'm not very knowledgeable with hondas. Thanks for your help.

Code 9, right? Fix it and go from there.

Measure the resistance of the sensor and test the two wires.

It's barely out of spec. It appears I can't change the sensor without getting a new dizzy. But that isn't exactly cheap for me because it has to be frankensteined together with an SR20 CAS. Looks like that is my only option. Are remanufactured dizzys any good? Any particular brand I should buy?
