Default JDM HID issue, bad ballist?

So I did the JDM conversion and the passenger side headlight worked for about two months then burned out. I figured it was just time for new bulb so I bought some Phillips ones for both. It then worked for a month and the passenger went out again.

It turns on for a second and then kicks off - which is the same thing that happened the first time. What do you guys think? Bad ballist or bad luck with bulbs?

I did search the forums a little bit and someone said check the ground wire. Not seeing anything from the top view, is it hidden?

Update: Now seeing ppl say check fuse. Guess I should have researched more so I apologize for possible unnecessary topic. Any other thoughts are appreciated though!
Update 2: Switched fuses for right/left headlight low beams - same problem with passenger light.

I have a couple of spares used jdm HID ballasts if you're looking for a replacement. The only reason I'm not using it is because I've decided to do a retrofit using an FX-R projectors and upgraded to a 50w HID system so just message me if you're interested.
