Removing undercoat from wheel wells/underside
I'm wanting to do some rust repair/prevention on my 2001 GS-R ASAP as winter is almost here again and I failed to get it done last year. The undercoating underneath the car towards the rear is shot and almost gone entirely, while the front 2/3's is still quite solid. The wheel well area needs to to be stripped in order to be fixed properly, but I don't want to wire wheel it or torch/scrape it. What kinds of strippers/cleaners will take that stuff off easily? I have a POR-15 starter kit to refinish it with once I get the clean-up work done. QPs on the Integra are in good shape with no rot (it's from Vermont originally) but with a small amount of surface rust underneath the rubber liners.
Also, what is a good way to clean up the underside of the car? I've heard good things about Purple Power.

Dumb question, but can new undercoat be applied over old stuff? Since I's like to do the entire underside, I'd much rather not remove all of it if I don't have to.
