Default Tire size help

I have a lowered em1, she sits on the stock si wheels (15x6) with 195/50r15 instead of the oem 195/55r15, and the gap between tire and fender is approximately one finger.

So I plan on upgrading to a 16" wheel that is (16x7) which means its an inch wider.
Now my biggest concern is, is it safe to put 195/45r16 tires into the 16x7 wheels, and would it still retain the one finger gap from the fender?

edit#1: Both oem and the aftermarket wheels are +45 offset.

Well, for the comparison of 195/50/15 and 195/45/16; the 16" tires are slightly larger then the 15" tires. You're going to lose about .12 inches of space between the tire and the fender.
