ecu not communicating with OBDII
i have a 98 civic stock 1.6 non vtech that i am having an issue where i cant get my scanner to connect to the ecu. ive checked all the wiring and fuses and nothing is bad or disconnected from what i can tell. when i put my power probe on the ecu fuse its showing ground, is this normal, and if i put power to it, it will start the car without the clutch in or anything. could this be an internal fault with the ecu or am i missing a ground somewhere? i did recently put a clutch in the car so if you know of ground that im missing where is it?

What ecu are you running?
Why do you need to connect to a scanner?
Why don't you jump the service connector to see what codes flash?

I dont know what ecu it has. The cel is on and need scanner ability for emissions testing. Thank you for the plug thing though I didnt know that. I can get the ecu info later
