Default 99 civic dx... no start

well i recently bought a 99 civic dx d16y7. with an ebay turbo kit that was previosuly installed and removed when i got the car.it would run but over fuel itself. which without the turbo i would assume it just needed to be put back on.. bad thing is i wanted to go back to stock i swapped for the stockinjectors and added a y8 intake .. now still over fuels i cant check my engine codes.. scanner wont read them. no power to the fuel pump and i changed my main relay still nothing . the ecu as far as i know hasnt been messed with ...just looking for some help or give me ideas on where to look for the problem

If he had it boosted he most likely had a tune on the ecu, pull the ecu cover off and check for a jumper harness, cause if it were me id jump to obd1 for tuning, if so try a different ecu, if not ,try a different ecu he may have stuck with obd2b. if he did jump to obd1, then that's why you are getting no communication with the ecu

Sorry I just re-read, if the fuel pump isn't getting power, how is it over fueling??

i checked the ecu no jumper wirees that i see... when i got it it was over fueling .. i got it to start today havent gottn a chance to check codes if i can. but it is still over fueling.... the only thing as of now i can think of is the little screw on the tb thats adjustable... it was all the way out when i got it i moved it in and it will run.. im going to try to get a differnt ecu in a week or so depending on $
