d15b7 will not start, no fuel pump or spark.
assuming your car is a 92-95 civic main relay is located on the drivers side under dash behind the fuse box a 10mm bolt holds it in place there if its a 96-00 civic its located behind the glove box if i remember correctly
well got that fixed it ended up being a ground (thermostat). now it hass alot of top end noise that the head did not have before. could i be off a tooth? i didnt mess with the cam so i dont think it is valve lash??
Probably just needs a valve adjustment being that you just took everything apart to replace the head gasket I typically check the valves to see if they need any adjustment when I have the valve cover off anyway

the noise could just be the new/tight belt. might need a minor adjustment. If u didn't mess with anything within the head then the only reason it would be making any noise is if your timing was off, or, the belt.
