Had both, and won koni orange shocks last year. They all felt about the same, makes sense because they are all basically stock replacements. I feel your budget should make the decision here since they are all essentially the same thing.

tokico blue stock replacement BUT is capable of stiffer springs than stock.
either one though will do a lot better with top hats that allow the full length of the strut to be used.

edit: I see your post with the sprint springs, you dropped 2.5"... makes sense why they prematurely wear out. haha
Tokico only because I got 100k out of a set of Illuminas on 400lb/in springs. No blow-out or leakage, barely any rust, just finally wore out. Never been a fan of the gr-2, every car I've ever ridden in with them is a disappointment. Even the AGX's, which were pretty popular with the se-r guys in my area, were pretty mediocre.
Neither of the shocks you've chosen are really appropriate for a lowered car (i.e. stiffer than stock rates) though, I would suggest at least going with the orange street Konis.

Basically fixing it so it's drivable then going to drive it forever until it breaks down and then sell it. No need to get grumbily, you're going to go into cardiac arrest.
Also adding recent reviews and poll for potential future buyers.
Annnnd to finish it off, who really gives two *****? I'm fixing it with semi-quality parts and not completely ****** rigging it together. Unlike the other 95.73% of honda owners. To you truly get all pissy to the point of you having to post every time someone says something stupid?

I don't know about blues but I have GR-2's on my Lexus with a very mild drop and I was still able to have the comfortable ride that a Lexus is known for. No complaints with the GR-2 but I am also not pushing my lexus like I do my gsr swapped hatch which has no fender gap. I would recommend for OEM replacements or a very mild drop.
Either shock is good for a mild drop. If you go more than 2" then I would go with the Tokico Blues. They are slightly stiffer and will probably last longer. Keep in mind though that if you have an aggressive drop you are going to wear the shocks out faster. This is because they won't be able to perform within the designed limits of the rebound, the shock will always be in a state of compression.
Have you considered a decent set of used coilovers instead? They can be found for almost what you are going to spend on a new set of shocks and springs. Just a thought.

i ran the blues on an accord wagon for many years with ST Race springs, about a 2.5 inch drop. worked very well, stiffer than stock but still good enough to drive on houston roads. gave them to my brother in law when i bought some koni yellows from a friend parting out.
have used gr-2's on an older VW and had no issues. currently have a set with eibach pro kit on my 89 crx and they are great. i drive on bad roads and they hold up well.

I've had H&R sports with gr-2's for the past couple years. No issues yet. I really expected them to be blown by now. Car rides pretty good all considered. Up to you. If it were me I'd go koni yellows, or at minimun koni str's(orange).
For the entry level shocks I would go with the koni strt only because of the warranty. All of these won't last with an aggressive spring rate/drop.
