Very Bad Idle

Default Very Bad Idle

Ok here is the situation:
1994 Honda civic DX 1.5 16 valve, automatic, everything is stock no modifications
1. Hard Starting
2. After starting cold or hot low idle
3. put it in drive even lower idle (starts sputtering)
4. turn on a.c. while in drive car sputters and then stalls while idling
5. pulled codes from check engine light they are 7 and 15
6. checked TPS voltage 4.95 CLOSED and .07 WOT i already know this is backwards!
7 if i take off the tps and manually spin it so it reads .4 volts restart engine check engine light is out (this is with the tps off the throttle body) but the shift interlock won't release so i can check if the idle is to low in gear.
otherwise if i can keep it running it is as smooth as can be down the road until
I come to a stop. Then it stalls
8 Replaced TPS, IAC, fuel filter, plugs, wires, cap and rotor. ran some seafoam through the gas tank. Nothing has helped.

Any Ideas of what to check next would really be a big help. If I forgot any information you may need to know please don't hesitate to ask

1) Obviously properly calibrate the TPS.

2) Reset the ECU to see whether either code returns.

That's the problem the TPS will not calibrate no matter which way i turn it on the mounting screws it stays at 4.95 volts and thats with the throttle closed. if i open it towards wot the voltage decreases.

What's the input voltage from the ECU? If it's 5V, then test the TPS ground wire for a short or open. If that's fine, replace the TPS.

It reads the same at the CPU 4.97 volts
