How should I fix this roll cage tear-thru?
This is the driver's footwell forward hoop. In retrospect I should have asked the builder to put footing plates under all the boxes. I was thinking that I could put a jack under the 'drooping' portion to see if I can get it level again, and then lay another bead on top of the tear inside the cabin. Then weld a ~4"x4" reinforcement plate underneath the car.

what you suggested is probably the best option for you right now so you dont have to take out that entire section. inspectors would never know the difference. just make sure your welds are strong, clean, and get plenty of penetration
I would weld a reinforcement plate on top. Cut it to fit around the box and tie into as much of the floorboard and frame rail as possible. Then add triangle gussets. Welding a plate underneath wouldn't help much. I would reinforce the other side as well and any other suspect areas
