thanks for the help in advance.

RED/BLACK ----- +12VDC
BLACK ----- GROUND
Yes, if you check between these two wires, you should read +12VDC. If you don't get any voltage between the RED and BLACK, more than likely, your dimmer switch is bad. BTW, does your parking lights and headlights work?

if im not getting voltage between red and black how would that mean my switch is bad?? my parking and headlights work just fine. do i need the rest of the dash switches for my dimmer to work. because i dont have any of them but my dimmer and hazards.
Did you check the fuse under dash? There's a fuse that hold your cluster lights.
When checking the fuse, don't just check it visually. It will look fine unless it's been severely burnt. Check the continuity with DMM.

+12VDC comes from the red/black and out on the red wire. If you have no continuity between the two, your dimmer switch is bad. Check continuity with the plug out of the dimmer switch......NOT connected.

with the plug out im not getting continuity between red and red black.
voltage, but i did get continuity. so is there any way that i could replace the wire that light up my cluster to switch or something. im not able to be out after dark...
OP, when you're performing these tests, are the dashlights switched ON at the turning signal lever? Also, you shouldn't be trying to jump RED to RED/BLK to get the lights to come on full bright. Try jumping RED to body ground (use some extra wire or a paper clip) with the dashlights switched on instead.
