Default 90 CRX LS Smoking

Im just looking for new ideas, and trying to make sure I covered all bases. What we have is a 90 CRX with a 96 LS motor in it. Its wired OBD0 and running well. We can't get it through inspection. It's burning oil. The car previously had a mini-me swap in it with fried rings and smoked it's *** off. The car is smoking steady but not alot. I'm trying to get the car through so my buddy has his beater back for school, as he's driving about 70 miles a day and the Dodge diesel isn't helping his pockets. Do you guys think it could be oil built up in the exhaust and just needs to burn out? The car has only been driven about 15 to 20 miles since the swap was completed. Could it be a bad PVC system? We did swap the PCV valve out with another one we had laying around the shop but who knows if it is good. The mortor came out of my old Civic.. I took it out because of a blown head gasket but it never over heated badly and still ran fine. The only other problem I had with that motor (when in my car) was when it would sit at idle for like 10 minutes it would build up oil and smoke pretty bad when I first took off but otherwise I never noticed any smoke. When we took the motor out it had a loose head bolt (I never went over the motor before I put it in my car). But all since has been fixed with a new HG and proper torque specs. Any fresh ideas or remedies?

I am very aware it could be bad rings btw. Just looking for fresh opinions.

I swapped a motor in my car from a wrecked car and it smoked quite a bit first run, most likely since the donor car was at one point upside down. It cleared up after a couple drives but my piston rings were in rough shape as well (didn't know the condition before I swapped). You may want to try some old mechanic tricks like leaving a bit of auto trans fluid in the cylinders to help seat the rings or something like that. I've personally not had any luck with that sort of thing though.
