I looked at the fusebox diagram and do not see one labeled for Int light

Its a 2000 Civic EX and neither the lights in front of sunroof or after it work

I also used a mutlimeter and do not seem to be getting power

 

The interior dome light shares the fuse with the tail lights. Look for that one.

 

Check the underhood fuses.
