I have a 99 CRv

The D light will not illuminate. Its ok in 1 and 2
If you put it in D it just goes straight into and stays in top gear so to drive you need to put it into 1 then 2 then D

Also, tach is not working which Im sure must be connected to the above issue.

Heated Oxy sensor has reported a fault and this will explain the rich running so im onto that.

Any advice on the rev counter, is there a test port? method of testing?

for the tach, you are correct, there is a test port. on mine (cdn) it is located on the drivers side underhood, near the cowl. it's a little capped off blue connector that's taped to the rest of the harness.
the tach signal is usually an output of the igniter, inside the distributor
