Default ITR ECU Issue

Hey guys. I don't post here much but I have problem I need help solving. I recently bought an ITR from a good buddy of mine who had it garaged for a long time. The ITR has been rebuilt by him and I know he has done everything right. He swapped the engine and tranny from a wrecked 1998 ITR into a 2000 ITR shell. He used the engine harness from the 2000 which means its an obd2b.

The issue is, I'm trying to get the car inspected soon and I'm running into some problems. The car did not come with an ITR ecu, so I'm using an obd1 ecu with Hondata. I have an ITR map and the car runs perfectly with no check engine lights or issues. However in order to get it to pass inspected in NY, I need an obd2 ecu. Luckily, I own a P2T ecu (99-00 SI) which should be perfect because it doesn't have an immobilizer. However when I try to run the car with this ecu, its starts for a couple of seconds and then dies and wont start again. I'm not really sure what the issue is and why it does this. Is my MAP sensor bad? Does the obd2b P2T ecu not run the 98 B18C5 engine? Is the engine harness damaged?

I just need this ecu to work for inspection, I will be using my other ecu with hondata mostly. If anybody can help me I would appreciate it a lot. I will supply pictures for help lol. Everyone likes pictures. Thanks.
