Default VTEC vs No VTEC

Had a discussion with the old man and he reckons that the lobes on a vtec camshaft (before the VTEC kicks in) are smaller than the lobes on a normal non vtec camshaft? Which would mean that the valves on non vtec are open more for the same time than the vtec valves before the vtec kicks in. Is he right? And he reckons this was done for better fuel economy.
