Default 94 Civic - RPMs jumping past 3500 rpm and surging idle

ok so i recently got an ej1 ex 94 like two months ago. I learned how to drive it cause i didnt know stickshift so than i tried kicking vtec in and i noticed my rpm starts jumping and the engine sounds like it forces its self after 3rpm its highest rpm is 8 i think redline at 7.. so i try smashing but nothing happens i cant reach vtec cause the rpm starts jumping and like i said sounds like its forcing its self! i took it to the mechanic and pfft they cant seem to figure out what it is hope you people can help me out!! this usually happens after 3.5rpm when engine its warm aand when its on neutral rpm goes up and down from 500rpm to1.2 or sometimes lower like from 200 to 700 just up and down while i wait at a red light or just sitting there on

both can cause a fluctuating idle and are both easy to clean

Have you done an ignition system tune up?

Have you replaced the fuel filter?

Since your saying the rpms are jumping under acceleration id say that issue would most likely be from bad coil or ignitor in the distributor. The idle hunting is also most likely from iacv and fitv as david said above...

no i havent done any of those things.. any idea of how much those two things will e i owe a 480$ ticket and i just got another one 3 days ago this is my first car im 20 so i really dont know what exactly to do since i just know the basics like change of oil and tires and that power steering and clutch oil and brake oil and thats about it o.o

i took it to get the vacuum cleaned idk if thaey clean those parts with it too or if its different? the mechanic told me he found something oppened that maybe i had to replace it something that is connected to the vacuum im not sure im just berly getting started to know everything in cars so im not good with names or parts of the cars but i think its that FITV one from the link you gave me its the third pic right under that hose you circled he said i might have to replace that because he found it opened and it might be damaged? im not sure if it was that one and some other guy i met hass the same problem and they told him to clean the IACV the other link you put up and he said it helped but does it at times.. so im not sure if i should replace both of them or get them cleaned like you said?

I have no idea where to see that lol its them stickers in the hood right when you pop it open lol fuuckk i feel all stupid not knowing this **** its funny na but yeah what are the CEL thing and the codes i wanna get this ej1 working good

I JUST NEED TO KNOW WHERE EVERYTHING IS AND STUFF THAT WAY I CAN JUST WORK ON IT FAST i learn **** quickly so ill get to know this stuff fast

ok so i havent done the fuel filter because gas goes by smooth and the tune up ill probably end up doing that .. ok so another problem i forgot to mention is when im moving the rpm sometimes like goes down and it feels like it struggles to breath if you get what i mean and the car pulls back but its rare when this happens so are those the two main things or is their other reason because what david or i forgot his name said to check those tho links he left my mechanic said it might be one but i wanna be sure so i wont waste money for no reason i got tickets to pay and lil money to spend D:

This^ does not rule out the fuel filter. You'll need to measure the fuel pressure to do that.

ok so if it is jumping rpm at idle up and down, its either iac valve or a vacuum leak, most commonly at the intake..second i need to know if it is revving over 3500rpm just sitting still... if it wont rev past 3500k and it acts like it hits a wall the computer has gone into limp mode and more than likely will need to be replaced... just a few ideas...

Replace the fuel filter.

Check for spark at all 4 plugs and inspect all ignition system components.

Check whether all 4 injectors spray fuel.

Check the mechanical timing.

Compression test the cylinders.

oh no it doesnt pass 1200rpm when its idle just from 500 to 1200 or from 200 to 700. my dad thinks probably the air does flow by good but we arent sure what it is
