H23a Timing HELP!!!
So I have been getting frustrated with the timing belt I've lined
up everything but then when I put everything back together and start the
car I hear a whining from the timing area like as if its not tight enough or it's pushing up against the valve cover
I don't know what it is or what to do I need help please and thank you

Are you talking about an H23A VTEC blue top or an H23A1 DOHC Non VTEC?
If you have an H23A1 or H23A3 then do this.
-Remove the upper timing cover
-Make sure to TDC the engine
-Turn the engine 3 teeths counter-clockwise
-Loosen and retighten the timing belt adjusting nut
Do this will properly tensioned your timing belt. Sounds like it's too tight. I did this to my H22 and all the F22s I've had and worked awesome! No more whurring/whining noise. I'm almost certain that it's not pushing up against the valve cover; otherwise, it would've jump timing and your engine would've died right on the spot.
If you have an H23A1 or H23A3 then do this.

Sounds good thanks and what if the timing belt is a little loose but not loose enough to jump teeth because the second time I took it off the but wasn't centered like I put it on the cams it was moved towards the outside
Does it keep walking to where it'll rub the upper timing cover? Or just walk a bit towards the outter edge and stops there? If so, thats normal. I've seen that on mines before. Just as long as it doesn't keep walking off the cam gears. I would still perform the procedure above to properly tensioned the timing belt. It would fix this looseness. The belt would be somewhat loose on the exhaust cam gear to crank pulley side, but not enough to cause problem.
