could this be a faulty mac solenoid?

im running s300 in my turbo teg gsr. im tuned for 10lb and 15lbs. ive been tooling with the boost by gear and boost by duty cycle and not achieving the target boost level. the wastegate of choice the first time around was the synapse engineering with no success and now im borrowing the tial wastegate with a 10lb spring. the results actually worsen with the switch. the synapse will peak at 15lb but the tial will go all way to my boost cut, which is 18lbs. in smanager ive tried lower duty cycle and even lower boost levels, no success.

tial wastegate (borrowing to help figure out whats going on)
mac boost solenoid (ive tried with variable frequency and with 33hz and 35hz)

can the solenoid just be bad or am i not doing something right?

Check the waste gate for leaks.
Apply compressed air from a compressor and check for leaks and make sure the valve is working smoothly.

The wastegate came off my brother car, worked fine we ran it last. He has a profec b and it held boost fine

Yep I believe it's port 2 (trying to remember because solenoid is upside down) is going to the top port of the wastegate. The ecu is read the pwm, since it's doing that then that must mean the boost solenoid is wired correctly
not an expert but it looks like the pressure vs duty cycle table is incorrect. anything below spring pressure should be at 0% duty cycle. you can put spring pressure in the first column since first 4 columns do not apply to your setup. that way the solenoid is off and base pressure is achieved. try 45% duty cycle for 10psi
Get that Mac valve away from the heat it will start to boost creep when it gets really hot. mine was doing it last night at SAR after about 10 runs it was hitting boostcut at 21 psi and it was set to 19. ran 19 first 10 runs then had issues.

The values in there are default settings and set toy setup
From my data log data I'll fill out the columns. Should I just fill out the columns that apply to me and the high levels zero out?
You should back up and use a fixed duty cycle % until you have the wastegate operating correctly, then begin configuring it for the gear based stuff...
OP, you should be on the low/default table when doing the boost by gear. high is only if you have a switched input. also your activation rpm should be set to something higher than 0
1st test the actual solenoid. All it needs is a 12v power and ground so you can touch it to the battery to verify the solenoid works and you know how it sounds. 2nd hook the solenoid back up and turn the KOEO and set to fixed duty cycle and give it a value. Set activation pressure to Kpa and give it a value and the solenoid will active. Your will need to resend the map or set turn on live updates in s300. This will verify your solenoid, wiring, and pwm components inside the ecu are all working properly. After all this then we can fix your boost control tables.
