99 SI AC recharge questions:

99 SI AC recharge questions:
The spec for 96-00 Civics is 22 ounces of r134.
My question is: If the system is recharged with 16 ounces, is it really enough or is it undercharged.
When i sit idling in like 95 degrees high humidity, the inside air reads around 50. It will get to like 48-ish when i am on the highway.
Noone can tell me that the SI civics all get this temp during the summer months. I own a 97 civic dx d16y7 and its ac system blows 41 in same above conditions........................
